(a) Council may expel any member of any committee and declare his seat vacant for absence without valid excuse where the committee member has three unexcused absences or a total of six excused or unexcused absences within one year.
(b) No expulsion shall take place pursuant to this section without the concurrence of two thirds of all members elected to Council, and until the delinquent committee member has been notified of the charge against him and has had an opportunity to be heard.
