121.04 RECOGNITION OF RESIDENTS AT MEETINGS.
   (a)   Residents of the City are hereby granted the opportunity to raise their hands and be recognized by the chair at any time during public Council meetings.
   (b)   Upon recognition by the chair, the resident is hereby provided a period not to exceed five minutes for any and all public comment on each piece of legislation. This period may be extended by the Mayor if public interest warrants it.
