(a) Smoking is prohibited and is unlawful in any part of the City Hall at any time.
(b) "Smoking" means the combustion of any cigar, cigarette, tobacco or any similar article or any other combustible substance in any manner or in any form.
(c) Except where other signs are required, conspicuous signs shall be posted stating that smoking is prohibited, containing all capital lettering not less than one inch in height, on a contrasting background.
(d) Violation of this section shall be punishable by a twenty-five dollar ($25.00) fine.
