121.01 MEETINGS.
   (a)   Time and Place of Regular and Special Meetings.
      (1)   Except as set forth below, the regular meetings of Council shall be held in Council Chambers at the City Municipal Center, located at 3382 Glenwood Avenue, City of Reminderville, Summit County, Ohio, on the second and fourth Tuesday of each month at 8:00 p.m. The meeting on the fourth Tuesday of each month shall consist of legislation and new business only. Should any holiday fall upon the date for a regular meeting, the regular meeting shall be held on the following day.

      (2)   During the months of June, July, August and December, Council shall hold one regular meeting, such regular meetings to be held on the second Tuesday of said months.
      (3)   The Mayor, or any three members of Council may call special meetings upon at least twelve hours’ notice to each member, served personally or left at his usual place of residence.

   (b)   All Meetings Open to Public. All meetings of Council shall be public and any resident shall have access to the minutes and records thereof at all reasonable times.
   (c)   Conduct of Meetings.
      (1)   Agenda. The Clerk of Council shall prepare an agenda or schedule of matters to be brought before Council. The agenda shall be prepared with the assistance of the Mayor, members of Council, the City Engineer and the Solicitor. The agenda shall be distributed to the Mayor, members of Council, Solicitor and other department heads as the Mayor deems necessary on or before the Friday preceding the Tuesday of the regular meeting of the Council at the Town Hall Bulletin Board, City of Reminderville.
The affirmative vote of four or more members elected or appointed to Council is required for any matter not on the agenda to be presented to or considered by Council.
      (2)   Call to order. The Mayor or in his absence the President Pro Tempore shall take the chair at the hour appointed for the meeting of Council and shall immediately call Council to order.
      (3)   Roll call. The Clerk shall call the roll of the members in alphabetical order and the names of those present shall be entered in the minutes.
      (4)   Quorum. Four members of Council shall constitute a quorum to do business but a lesser number may adjourn. For purposes of clarity, when the total number of elected or appointed Councilmen is six, 2/3 of Council is four and 3/4 of Council is five.

      (5)   Order of business. All meetings of Council shall be open to the public. Promptly at the hour set by ordinance on the day of each regular meeting the members of Council, the Clerk and the Solicitor shall take their regular stations in the Council Chambers, and the business of Council shall be taken up for consideration and disposition in the following order:
         A.   Call to order
         B.   Roll call
         C.   Approval of minutes
         D.   Communications, petitions, correspondence
         E.   Report of Officers
            1.    Mayor
            2.    Solicitor
            3.    Engineer
            4.    Safety Committee - Fire Chief
            5.    Fiscal Officer
            6.    Police Chief
         F.   Report of Committees
            1.    Finance
            2.    Public works and services
            3.    Building and Zoning
            4.    Utilities
             5.    Planning and Zoning
            6.    Zoning and Building Board of Appeals
         G.   Comments from the public - thirty minutes maximum time, five minutes per person
         H.   Ordinances, resolutions - first reading, second reading and third reading
         I.   Old business
         J.   New business
         K.   Adjournment

      (6)   Readings of minutes. The minutes of any meeting of Council shall be prepared and distributed to the Mayor, members of Council, Solicitor and other department heads as the Mayor and Council may direct within two weeks of the meeting at which such minutes were taken provided, however, that in the event there is less time than two weeks between the meetings of Council the minutes of the previous meeting shall be distributed to the persons named therein prior to any meeting of Council.
Unless the reading of the minutes of a Council meeting is requested by a member of Council or the Mayor such minutes may be approved without reading.
      (7)   Receiving motion when question is before Council. When a question or a proposition is before the Council or under debate or when a motion has been made no motion shall be received except the following:
         A.   To adjourn (not debatable)
         B.   To table a motion - lay it aside until later (not debatable)
         C.   To request that discussion end and that any motion being considered be voted on - previous question as it is usually called (not debatable)
         D.   To postpone any action on a motion until some stated future time
         E.   To refer the proposal to a standing or special committee
         F.   To amend the main motion
         G.   To postpone any action for an indefinite time
      (8)   Motion to reconsider. A motion to reconsider a subject That may have been acted upon favorably must be made before adjournment of that session of Council; a motion to reconsider any other subject may be made not later than two regular meetings after such action was taken. A motion to reconsider may be made only by any member who voted with the winning or prevailing side. A motion to reconsider shall be in order at any time except when a motion on some other subject is standing.
A motion to reconsider being laid on the table may be taken up and acted upon at any time when the Council is engaged in the transaction of new or miscellaneous business.
No motion to reconsider shall be made more than once on any matter or subject and the same number of votes shall be required to reconsider the action of Council as was required to have passed or adopt the same.
      (9)   Motion to take from the table. A motion to take from the table shall be in order when the order of business is being transacted in which such matter to be taken up was laid upon the table, or under the head of new or old business and such motion shall be decided without debate provided the mover may be permitted to state briefly his reasons for the motion.
      (10)   Motion to postpone indefinitely. In a motion to postpone indefinite be carried the principal question shall be declared lost.
      (11)   Motion for the previous question. The previous question shall be in the form "shall the main question now be put?" It shall be admitted only when demanded by two members and until decided shall preclude further debate on all amendments and motions. If the previous question is demanded on an amendment, if the motion for the previous question is carried the question shall be put without further debate.
However, if the motion for the previous question is carried but before it is actually put into execution the motion to which it is directed may be laid on the table.
The requirement that two members must be in favor of a motion for the previous question may be altered as desired by Council. The reason for requiring more than one member to be in favor of the motion before it is submitted for vote is the consideration and discussion of a question should not be stopped only by one member. Of course, the motion for the previous question may be defeated if it consumes additional time. If more than one member is in favor of the motion for the previous question there is then more reason for submitting the motion of the members for action.
      (12)   Motion to amend. A motion to amend may be amended only once. An amendment once rejected may not be moved again in the same form.
      (13)   Motions on questions of privilege. Questions of privilege shall be first:
         A.   Those affecting the rights of the Council collectively, its safety, dignity and the integrity of its proceedings;
         B.   The rights, reputation and conduct of the members of the Council individually and in their capacity as such members. A question of privilege shall have precedents over all questions except a motion to adjourn.

      (14)   Special committees. All special committees shall be appointed by the Mayor with confirmation by Council.

      (15)   Standing committees. The standing committees of Council shall be:
         A.   Finance.
         B.   Safety.
         C.   Community Development.
         D.   Human Resources/Insurance.
   The Mayor of the City shall appoint, with the confirmation of Council, all committees including the Chairman thereof. The rules of the proceedings of Council shall be observed at all meetings of all committees as far as they may be applicable. All such meetings of the standing committees of Council shall be open to the public.

      (16)   Except as otherwise provided in this chapter, Robert's Rules of Order Revised shall govern the deliberation of Council.
