In determining whether or not to establish a ECPDD within the area of the
City
and in reviewing any plans for the development of such a district, the Planning and Zoning Commission (hereinafter sometimes referred to as "Planning Commission") and Council shall take into consideration the effect that the district and its development will have upon properties in the surrounding vicinity, natural open spaces provided, the availability and provisions for essential services particularly water and sewage disposal, and the health, safety, and welfare of the community and the citizens thereof in the
City
