(a) No person shall place, push, permit or cause to be placed, pushed or permitted snow and/or ice from any driveway, curb, sidewalk or parking lot onto any street, thoroughfare or public roadway in such a manner that it hinders the cleaning of streets or obstructs the safe and free flow of vehicular traffic.
(b) No person shall place, push, permit or cause to be placed, pushed or permitted snow and/or ice in front of or around any fire hydrant, storm sewer or mail boxes within the City.
(c) No person shall throw, place or deposit, or permit to be thrown, placed or deposited, or permit to remain, any dirt, sweepings, ashes, shavings, brush, grass or other organic material upon any street, thoroughfare or public roadway.
(d) Whoever violates this section shall be guilty of a minor misdemeanor. Furthermore, should the proper City official find it necessary to remove any accumulations of ice, snow, or other debris improperly placed, pushed, or permitted or caused to be placed, pushed or permitted in violation of this section, the offender or offenders, in addition to any fines or other penalties, shall be liable to the City for the reasonable cost of removing such ice, snow or debris.
