(a) Every plat before final approval by Council shall be submitted to the Planning and Zoning Commission for its determination as to whether the plat conforms to the Zoning Ordinance and any thoroughfare plans adopted by the Commission, and for any further recommendations such Commission desires to make. The Commission shall take action and make its recommendations as soon as possible after the submission to it of the plat. If the plat conforms to the Zoning Ordinance and any thoroughfare plans adopted by the Commission, same shall be approved by the Commission, and such approval shall be endorsed on the plat over the signature of the Commission.
(b) At the time of filing the application for approval of any plat and at any time when plans and specifications for any improvement or improvements are submitted to the Council for approval, there shall be deposited with the Clerk-Treasurer an amount of money sufficient in the opinion of the
City
Engineer to cover the cost and expense of such investigations as may be necessary to determine whether such proposed allotment conforms to these regulations and its improvements have been made or are being installed in accordance with the requirements of these regulations and plans and specifications approved by Council. The cost and expense of such investigation, which shall be made by the
City
Engineer or his assistants, shall be paid from such deposit upon itemized bills rendered by such
City
Engineer. In case such expenditure exceeds such deposit, the excess shall be borne by the applicant. In case such expenditure is less than the deposit, the balance shall be refunded to the applicant within a reasonable time after the making of such investigation.
