(a) The occupant of a one or two-family dwelling or multifamily dwelling shall notify the owner, in writing, that a smoke detector is in need of replacement or repair. The owner shall repair or replace the smoke detector within seventy-two hours of receipt of the occupant's written notice.
(b) The owner of one and two-family dwellings and multifamily dwellings shall provide new batteries for battery-operated smoke detectors and any detector that operates with a battery backup at least annually and at the beginning of any new lease. It shall be the responsibility of the occupant to ensure that the batteries installed are not removed.
(c) If battery-operated smoke detectors in multifamily dwellings are found inoperable more than once, the owner of the multifamily dwelling may be required to hard-wire, with a battery backup, all detectors in the building.
