1351.07 MAINTENANCE.
   (a)   All fences or portions thereof shall be maintained in a structurally sound condition and aesthetically pleasing so as to not create a safety hazard or blighting affect.
   (b)   All fences constructed prior to this chapter and newly constructed fences required to be maintained under written order of the Building Inspector shall be done so in a workmanlike manner in the time frame established, but not less than ten days.
   (c)   Weeds or plant growth adjacent to a fence shall be maintained to a height not to exceed six inches in height. Weeds shall be defined as all grasses, annual plants and vegetation other than trees or shrubs, provided, however, this term shall not include cultivated flowers and gardens. Noxious plants shall be prohibited.
