(a) A permit shall be obtained prior to the construction of any and all fences constructed.
(b) Fees for construction are adopted under separate chapter.
(c) Prior to the issuance of a permit, approval must be obtained by the Architectural Board of Review according to rules, regulations and standards under separate chapter.
(d) Permit or prior approval may be waived if the fence is a conforming use and is under repair whether under written order by the City or voluntarily. (This does not include major structural alterations.)
