Whoever violates any provision of this chapter by not obtaining a permit prior to commencing the work for which such permit is required shall, in addition to any other remedies or penalties provided for herein, be required to pay a fifty dollar ($50.00) late fee and will be charged twice the cost of the permit because of the late application thereof.
