(a) Every property owner is hereby required to post on any building within the City owned by him, numerals indicating the street address number of the property. The numerals shall be block-type Arabic numerals posted near or on the entrance door facing the street, being at least three inches in height on a contrasting background.
(b) Every property owner owning a building located more than seventy-five feet from the street right-of-way line is required to display in some manner which is clearly visible, street address numbers near the driveway entrance to the building unit.
(c) Before any occupancy permit can be issued to a property owner on a newly-constructed building by either the City Building Inspector or other inspecting agency, it is mandatory that the requirements of this section be fulfilled.
