(a) No certificate for occupancy shall be issued without compliance with the adopted building, electrical, heating and ventilation, and fire codes or any other provisions as required elsewhere within the Codified Ordinances.
(b) All structures and buildings hereafter erected which shall be occupied shall have:
(1) Final grade complete in compliance with the approved topographical plan. To show that final grade is in compliance with the approved topographical plan, the Builder or Contractor shall have the elevation of the building site surveyed. The results shall be submitted to the Building Inspector and City Engineer for final approval.
(2) Landscape constructed to prevent erosion.
(3) Lot pins located at each property corner at which no lot pins are found.
