(a) Council hereby establishes a fine not to exceed two thousand dollars ($2,000)for unworkmanshiplike practices of general or subcontractors relating to the construction of structures, their structural and mechanical facilities including but not limited to masonry, rough carpentry, electrical, heating, ventilation and air conditioning, plumbing, concrete work whether interior or exterior or structural or flat work, site drainage and final grade for use as dwelling units within the
City
.
(b) Unworkmanshiplike practices shall also include damages to public street, highway or property upon which claims which are made due to negligence or incompetence.
