937.03 PERMIT REQUIRED.
   (a)   It shall be unlawful to construct, reconstruct, enlarge, or alter, any utility building, plant, disposal system, water treatment plant or sanitary sewage collection system, without a building permit or in violation of any regulation or any provision of this chapter or any amendment thereto.
   (b)   Any person, firm, or corporation violating this chapter or failing to obtain a permit or violating any regulation, provision, or amendment thereto, shall be guilty of a misdemeanor and upon conviction thereof shall be fined not more than one thousand dollars ($1,000) and/or six months in jail.
   (c)   Each day that such person, firm, or corporation is in violation of this chapter or fails to obtain a permit or violates any regulation, provision or amendment thereto, shall constitute a separate offense for each day such violation continues.
   (d)   In case any utility building, plant, disposal system, water treatment plant or sanitary sewage collection system is or is proposed to be located, erected, constructed, reconstructed, enlarged, altered, maintained, or used in violation of law or in violation of this chapter or any amendment thereto, the City Solicitor, the Building Inspector or any resident of the City, in addition to other remedies provided by law, may institute injunction, mandamus, abatement, or any other appropriate action, actions, proceeding or proceedings to prevent, enjoin, abate, or remove such unlawful erection, construction, reconstruction, enlargement, alteration, maintenance or use.
