(a) The provisions of this chapter shall be held to the minimum requirements adopted for the promotion of the public health, safety, morals, comfort, and general welfare.
(b) Nothing herein shall repeal, aggregate, annul, or in any way impair or interfere with any provisions of law or any rules or regulations. Where this chapter imposes a greater restriction upon the use of buildings or properties or premises than may be required by other provisions of law, rules, regulations, covenants, restrictions, or agreements, the provisions of this chapter shall control but nothing herein shall interfere with, aggregate, or annul any easements, covenants, deed restrictions, or agreements between parties or their privies or predecessors which imposes restrictions greater than those imposed by this chapter.
