(a) It is hereby mandated that all residents of the City must tap-in to the sewer system by May 1, 1989.
(b) The Fiscal Officer is hereby required to serve notice to all such property owners who are not presently connected into existing sewer lines by certified mail addressed to such owner at his last known address or to the address to which tax bills are sent.
(c) If the connections are not installed within thirty days of the date of service of such notice, the work may be done by the City and the cost thereof, together with a forfeiture of five percent (5%), assessed against the lots and lands for which such connections are made.
