(a) It is hereby required that water meters be installed in all new construction of dwelling units.
(b) Such water meters shall be placed inside the dwelling units but be equipped with outside readers.
(c) The minimum specifications required for the inside meters and outside readers may be obtained from the Cleveland Water Department.
