(a) Council hereby authorizes and directs the Mayor, under the direction and control of the Cleveland Water Department, to impose restrictions and controls on the use of water within the City when the Mayor has been advised by Cleveland Water or its employs that the pressure has dropped to a level that endangers the City’s ability to provide fire protection to the residents supplied by such water system or that the strain could cause damage to the water system. When the Mayor receives such information he shall impose any restriction required by the Cleveland Water Department.
(b) When the Mayor imposes such a ban, the City through its Police and Fire Departments shall advise the residents of such ban by the posting of this ban in the established posting locations currently existing within the City together with any other notice as the Mayor deems necessary to advise the residents of the ban.
(c) Whoever violates the provisions of this section shall be guilty of a misdemeanor in the first degree and shall be fined not more than one thousand dollars ($1,000) per occurrence and up to six months in prison.
