(a) Property owners are hereby prohibited from covering any sidewalks which cross driveways with any material including, but not limited to, asphalt, particularly when resurfacing driveways and the aprons thereof.
(b) In the event any property owner violates the provisions of this section, such property owner shall be ordered to remove the covering surface at his expense. If the property owner does not so remove the covering surface within thirty days of notice to do so, the City shall remove such surface and collect the cost of such work from the property owner by any means allowable.
