No person shall dig, trench, excavate, grade, tunnel or do any work in, over or under any public street, sidewalk or other public ground within the Municipality without first obtaining a permit therefor from the City Building Department. Any and all such work started without first obtaining a permit shall be immediately stopped. Upon the issuance of such stop order the City Engineer and Building Inspector shall be notified.
