(a) The Planning and Zoning Commission shall schedule a public hearing within thirty calendar days of the filing of the application with the Planning and Zoning Commission.
(b) The applicant shall give notice by certified mail to:
(1) All property owners and owners of mineral rights and to all those persons whose names are shown on the application; and
(2) To the clerk of the legislative authority of all political subdivisions which are located within 1,500 feet of the well head or tank battery. The Building Inspector shall provide the form of notice.
(c) The Building Inspector shall cause notice of the time, place and purpose of the hearing to be published one time in a newspaper of general circulation. The applicant shall file, with the Planning and Zoning Commission, proof of the certified mail notice.
