(a) This chapter is established to provide standards for land uses incidental to the installation, construction, reconstruction, and production of oil and gas drilling, which shall be conditionally permitted uses.
(b) No person, firm or corporation shall drill or commence to drill a well for the production of oil, gas or other hydrocarbons until the Planning and Zoning Commission has granted a conditional zoning permit pursuant to this chapter.
