Every person owning property within the City, shall, within ninety days from the date of issuance of an occupancy permit, or one year from the date of the issuance of a building permit, whichever date occurs sooner, seed and maintain a landscape running the width of the property, exclusive of buildings, parking areas, driveways and sidewalks.
