3-3-15: SOLICITORS:
   A.   Application For Permission: Anyone desiring to solicit funds within the village limits shall apply in writing to the village board, stating their names and addresses, the organization they represent, the address of said organization and the names and addresses of any other parties soliciting for said organization within the village.
   B.   Investigation, Approval: The village shall then have the local law enforcement officers investigate the information referred to in subsection A of this section and issue a report to the village board. The report shall be made to the board within seventy two (72) hours, exclusive of Saturdays, Sundays and holidays and shall contain a recommendation of the law enforcement officers. If the report shall be favorable, no further action need be taken. If the report shall be unfavorable, the applicant shall be notified and shall have an opportunity at the next board meeting to answer the report in person.
   C.   Hours: Hours of solicitation shall only be during the hours of daylight, but in no case earlier than nine o'clock (9:00) A.M. or later than seven o'clock (7:00) P.M., nor shall any solicitation take place on Sundays.
   D.   False Claims Of Endorsement: No solicitor shall indicate that he/she or the group they represent, or the cause they represent, has been endorsed by the village board or such like statement.
   E.   Proof Of Registration: All solicitors and/or organizations shall show proof that they or it are registered with the state of Wisconsin.
   F.   Exceptions: This section shall not apply to residents of the village as solicitors.
   G.   Penalty: Permission granted under this section shall not be construed as relieving any party of liability for any fraud or misrepresentation, nor for violation of any other law or ordinance. Any person who shall violate the same shall be subject to the penalties provided in section 1-4-1 of this code. Each solicitation shall be considered as a separate violation. (Ord., 9-20-1982)
