12-2-4: STORM DRAINAGE SYSTEMS:
This chapter is intended to provide for planning, engineering, administration and construction of storm drainage systems which will be constructed within public streets, alleys, easements or property and which benefit the general area as a whole, and are required for the health, safety and welfare of the residents of the city.
Storm drainage systems would include all necessary rights of way, property and improvements specifically intended for the conveyance and/or retention of stormwater runoff excluding street improvements, such as curbs and gutters, cross gutters, sidewalks, driveways, "V" gutters and paving; and all other improvements not specifically intended for the conveyance and/or retention of stormwater runoff unless such improvements are damaged or destroyed because of construction of a storm drainage system then it shall be considered that the repair or replacement of such improvements are part of the storm drainage system.
