Commencing at a date not less than sixty (60) days prior to the filing of a tentative map or tentative parcel map, the subdivider or his agent shall give written notice of such filing, in the forms specified in section 66452.8 or 66452.9 of the subdivision map act, as appropriate, to all existing tenants and to each person applying after such date for rental of a unit of the subject property immediately prior to the acceptance of any rent or deposit from the prospective tenant by the subdivider.
