A tentative map application shall be submitted to the community development department and shall include all of the following:
A. Application Form: A city application form completed and signed by an authorized representative of the subdivider.
B. Map Copies: Twenty six (26) copies of the tentative map legibly drawn on one or more sheets at least eighteen inches by twenty six inches (18" x 26") but not larger than twenty four inches by thirty six inches (24" x 36"). There shall be a one inch (1") wide margin completely around the drawing. The scale shall be one inch equals one hundred feet (1" = 100'). The community development director may require a larger scale than submitted if he deems it necessary for clarity. All lettering shall be one-eighth inch (1/8") minimum or typed of legible size. The tentative map shall contain or be accompanied by all the following information in clear and legible form:
1. A title, which shall contain the subdivision name, if any, and county tract number as assigned by the Fresno County recorder's office. No existing subdivision name shall be reused. Phased developments may reuse the name of a previous phase in the same subdivision by adding the words "phase no." or the word "addition".
2. Name and address of the owner(s) of record of the property to be subdivided.
3. Name and address of the subdivider(s) of the property if different from the owner(s).
4. Name and address of the registered civil engineer(s), licensed land surveyor or person(s) who prepared the map.
5. Date of preparation, north arrow, and scale.
6. Legal description of the land to be subdivided.
7. A vicinity map drawn to scale and eight and one-half inches by eleven inches (81/2" x 11") in size, indicating the location of the proposed subdivision in relation to the surrounding area. The scale shall be large enough to be legible but small enough to show a one-quarter (1/4) mile radius of the surrounding area.
8. Location of city boundary lines and boundary lines of any public district which may lie within three hundred feet (300') of the exterior boundary of the proposed subdivision.
9. Existing and proposed land uses and zone districts.
10. Approximate acreage of the property to be subdivided and the acreage or square feet proposed for each lot in the subdivision.
11. Minimum lot size and average lot size in the subdivision.
12. Contour lines drawn to intervals of one foot (1') and/or spot elevations shown on a maximum grid of one hundred feet (100') in each direction. Contour lines are required when grades in the subdivision exceed one percent (1%).
13. Approximate location and species of all existing and proposed trees or groups of trees to be located within the proposed subdivision.
14. Location of existing structures, irrigation ditches, water wells, pipelines, railroads, utility lines and other physical features which are to be left in place.
15. Location and width of watercourses and areas subject to flooding within and adjacent to the subdivision, flood zone classification as identified in the applicable flood insurance rate map of the federal emergency management agency, and base flood elevation.
16. Location and width of all existing or proposed easements or rights of way, whether public or private, for streets, drainage, utilities, flood control or any other purposes.
17. Location, width, names, and curve radii of all existing or proposed alleys, streets and highways adjacent to or within the proposed subdivision along with a depiction or other adequate description of their existing and proposed rights of way.
18. Lot number, lot lines, approximate lot dimensions and lot area of each lot.
19. Location and approximate dimensions of any proposed public or private areas.
20. Waiver of rights of direct access to and from streets to lots or other parcels of land abutting on the streets and the location and approximate width of any reserve strips.
21. Description and location of community facilities which will serve the subdivision.
22. Names of water, sewage, storm drainage, gas, power, telephone and other utilities that will provide utility service to the subdivision.
23. All other improvements proposed to be made or installed.
24. If the proposed subdivision is to be developed in phases, the boundaries and order of development of each phase.
25. Location of official street plan lines crossing or abutting the property to be subdivided.
C. Map Copy Reduction: A legible eleven inch by seventeen inch (11" x 17") reduction of the tentative map.
D. Soils Report And Map: Three (3) copies of a soils report, prepared by a civil engineer registered in the state and based on adequate test borings or excavations. At least three (3) test borings shall be done for subdivisions of up to three (3) acres, and thereafter at least one test boring shall be done for each additional three (3) acres or fraction thereof. If the preliminary soils report indicates the presence of critically expansive soils, or other soil problems which, if not corrected, could lead to structural defects, the soils report accompanying the final subdivision map shall contain an investigation of each lot within the subdivision. If the preliminary soils report indicates the presence of rocks or liquids containing deleterious chemicals which, if not corrected, could cause construction materials to corrode or deteriorate, a soils investigation of each potentially affected lot in the subdivision may be required. The city engineer may require additional information or reject the report if he determines it to be incomplete, inaccurate or unsatisfactory. Percolation test(s) shall be conducted for each lot on which a private sewer system is proposed. A soil map showing lots and location of test bores and percolation tests shall be submitted with the soils report. The soils report shall include a recommendation by the civil engineer on any corrective action(s) likely to prevent structural damage to each structure proposed to be constructed in the area where soil problems exist.
E. Title Report: A title report, showing the legal owners at the time of the filing of the tentative map and prepared not more than ninety (90) days prior to the submittal of the application.
F. Environmental Assessment: Environmental information and data sufficient for the initial study of the subdivision. The blank environmental information form shall be obtained from the department. The department, the planning commission or the city council may require additional data and information for the preparation and processing of environmental documents or may require an environmental impact report prepared for the proposal in accordance with the provisions of the California environmental quality act.
If determined necessary by the community development director, a phase I environmental site assessment report prepared by a qualified professional or firm for the subdivision site.
G. Names And Addresses: A map showing all properties within a three hundred foot (300') radius of the subdivision boundary and names and addresses of the owners of such properties. The names and addresses shall be those shown on the latest equalized assessment roll of the Fresno County assessor and shall be printed on mailing labels.
H. Filing Fee: The filing fee for processing the tentative map application in the then current amount set in accordance with the most current city council resolution establishing fees.
I. Hazardous Waste And Substances: A hazardous waste and substance statement signed by or on behalf of the applicant, in compliance with Government Code section 65962.5(f).
J. Other Information: Any other information the community development director deems necessary. (Ord. 2000-05, 4-25-2000)
