The applicant for a variance shall show, and before a variance may be granted, the commission shall find, as follows:
A. That because of special circumstances applicable to subject property, including size, shape, topography or location, the strict application of this chapter deprives the subject property of privileges enjoyed by a substantial number of other properties in the vicinity and fronting on the same street; and
B. That the granting of the variance will not be materially detrimental to the public welfare or the purposes of this chapter. (Ord. 350, 1962)
