There is hereby adopted a precise plan limiting the location of buildings and other improvements with respect to existing or planned rights of way, under authority of Government Code title 7, chapter 3, article 10, for the purpose of furnishing a guide for the orderly physical growth and development of the city, to implement the general plan, and to promote and protect the public health, safety, and general welfare.
