2-2-5: DUTIES AND RESPONSIBILITIES:
The community services commission is charged with the following:
   A.   Conduct its meetings in a businesslike manner.
   B.   Accept as its major responsibility to guide the community services department toward addressing and fulfilling the recreation needs of the community, and the needs of seniors in the community.
   C.   Recommend policies, rules and regulations for the conduct and operation of community services, park, recreation, and senior facilities. The executive administration of said policies, rules and regulations, once adopted, to be the responsibility of the community services director.
   D.   Review and make recommendations on the annual fiscal operating budget for parks and recreation services and facilities, and senior citizen services and facilities for the community services department, as prepared by the community services director.
   E.   Visit recreation and senior programs and facilities when possible.
   F.   Study, review, evaluate and make recommendations to the city council relative to any and all matters affecting youth, adults, and seniors in the city.
   G.   Inventory the nature and extent of the recreational needs of the youth, adults and seniors in the city.
   H.   Identify the various services made available to youth, adults, and seniors in the city by both governmental and nongovernmental agencies and, to the extent feasible, act as a voluntary coordinating body for such agencies.
   I.   Support a statement of the philosophy of the commission and the department.
   J.   Be able to interpret park, recreation, and senior programs, as required.
   K.   Hold joint meetings and act in liaison with other agencies, districts, groups and individuals concerned with community services, as required or necessary to adequately perform the responsibilities of the commission.
   L.   Review and recommend the recreational element to be considered in the general plan of the city, as provided in Government Code section 65300.
   M.   To perform or consider any additional duties as may be designated by the city council by resolution, ordinance or directive. (Ord. 2017-003, 2-28-2017)
