2-2-2: MEMBERSHIP:
   A.   Number of Members; Appointment: The commission shall consist of seven (7) members. The commissioners shall be appointed by the mayor subject to approval of the city council. All commissioners shall be permanent residents of the city, provided that up to two commissioners may reside outside the city limits but within the city’s sphere of influence or holds a position with an established government, non-profit, or similar type organization within the city’s sphere of influence which supports City of Reedley parks and recreation activities and the duties and responsibilities of the Community Services Commission. Each commissioner shall hold office until his or her successor is appointed and qualified.
   B.   Terms:
      1.   Members of the commission and their successors shall be appointed for terms of three (3) years each, except as provided in subsection B2 of this section.
      2.   The initial terms of the commissioners will be as follows: four (4) members will have two (2) year terms, and three (3) members will have three (3) year terms. Thereafter, following the expiration of the initial term(s), all terms will be for three (3) years.
   C.   Removal: Any member of the commission may be removed by any of the following methods:
      1.   The mayor or appointing official, subject to approval of the city council; or
      2.   A four-fifths (4/5) vote of the city council; or
      3.   If any member is absent, without excuse or permission from the chairperson of the commission, from three (3) consecutive regular commission meetings, the member’s position becomes vacant and shall be filled as any other vacancy on the commission.
