If any appointee commission member, without excuse accepted and announced by the chair, absents himself from three (3) regular meetings in any calendar year, his position becomes immediately vacant and shall be filled as any other vacancy. At the commencement of every meeting at which a commissioner is absent, the chair shall publicly announce whether or not the chair determined the absence to be excused or unexcused. Excused absences shall include, but not be limited to, those caused by family illness, necessary work related absences from the city on the day of the meeting and other similar circumstances.
