The following rules of construction shall apply unless inconsistent with the plain meaning or the context of this title:
A. Tense: Words used in the present tense include the future tense.
B. Number: Words used in the singular include the plural and words used in the plural include the singular.
C. Shall And May: The word "shall" is mandatory; the word "may" is permissive.
D. Gender: The masculine shall include the feminine and neuter.
E. Headings: In the event that there is any conflict or inconsistency between the heading of a chapter, section or subsection of this title and the context thereof, the said heading shall not be deemed to affect the scope, meaning or intent of such context. (Ord. 622, 9-2-1980)
