9-3-4: TIERING:
   A.   Definition: The term "tier" or "block tier" means all blocks between two (2) parallel and adjacent streets in any direction. The blocks in said tier shall be assigned the same number, for example, all blocks between F and G Streets shall have the tier number 1600 and, transversely, all blocks between 10th and 11th Streets shall have the tier number 1000.
   B.   Units And Spacing: Except as otherwise provided, each unit of house number shall represent a frontage or space of twelve and one-half feet (121/2'), and each unit of block tiers shall represent one hundred (100) numbers. The numbers shall progressively increase in successive tiers by one hundred (100) numbers as for example 100, 200, 300, and so on.
   C.   Base Numbers: The tiers running parallel with each other shall control the base number, to which all space numbers on included transverse streets shall be added by adding one to the tier number and increasing the tier numbers in the direction of increase.
   D.   Tier Locations: Reference is hereby made to blocks 56, 57, 72 and 73 of the city, according to the map on file in the office of the county recorder of the county. The units are blocks and tiers which run parallel to the Santa Fe railroad and are located at the northwest corner of area A; city block 73 is hereby numbered 600. Progressing in a southerly direction from said block in area "A" to the limits of said area, the blocks shall be numbered in an increasing manner.
   E.   Alternate Tiers: The tiers running transversely to those described in subsection D of this section shall begin at blocks 3 and 4 of the city with number 1100. Progressing in a southwesterly direction, the next tier shall be numbered 1200. The number 1200 shall contain all blocks between B and C Streets. Thence, southwesterly said numbers shall increase in successive tiers to the southwest corner of area A. Likewise, all successive parallel tiers running in a northeasterly direction from said blocks 3 and 4 shall decrease one hundred (100) numbers for each tier of blocks. (Ord. 377, 5-4-1965)
