This chapter shall be construed to assure consistency with requirements of the federal clean water act and its implemented regulations for stormwater management, and to comply with the California state water resources control board's stormwater discharge permit for small MS4s, and shall be applicable to all stormwater generated on any developed or undeveloped urban lands lying within the city of Reedley or conveyed by the public storm drain system.
