The assessments to be levied on each business within the boundaries of said area shall be imposed either according to recommendations of committee or according to such changes to those recommendations as may be approved by the city council at a public hearing following the filing of the report by the committee. The initial monthly or other periodic charge on the annual assessments shall be billed and collected during the month in which the improvements to be maintained hereunder are accepted for maintenance by the city.
