No person shall cause or permit to be carried, hauled or drawn on any truck, dray or other vehicle belonging to him or in his charge or under his control upon any portion of the paved streets or sidewalks any load exceeding six thousand (6,000) pounds in weight unless the tires of the wheels of said truck or dray or other vehicle shall be at least four inches (4") in width, when the load exceeding six thousand (6,000) pounds and not exceeding ten thousand (10,000) pounds is carried; and at least five inches (5") in width with the load exceeding ten thousand (10,000) pounds and not exceeding twelve thousand (12,000) pounds is carried.
