No person shall cause or permit to be carried, hauled, or drawn on any truck, dray, or other vehicle belonging to him, or in his charge or under his control, any load exceeding ten thousand (10,000) pounds in weight upon any portion of the paved streets or sidewalks; providing the hauling or removing of a single article weighing more than ten thousand (10,000) pounds, which cannot be reduced in weight, shall be permitted by this section.
