6-2-3: PARKING METERS PROHIBITED 1 :
No officer of this city and no private agency or person shall install or place any parking meter or other device for the obtaining of revenue from or for the parking of any vehicle upon the city streets, except upon the majority vote of the people of the city previously obtained.
