Unless the context indicates otherwise, the meanings of terms used in this chapter shall be as follows:
(a) "Department" shall mean the City Department of Public Works .
(b) "Person" shall mean any individual, firm, association, public or private corporation or public agency or instrumentality.
(c) "Premises" shall mean each lot or parcel of land, building or premises having any connection to the water distribution system of the City, or the sewage disposal system of the City.
(d) "Superintendent" shall mean the Superintendent of the Department.
