(a) Applications for water connections shall be made to the Public Works Department on forms prescribed and furnished by it. Water connections and water meters shall be installed in accordance with rules and regulations of the Department and upon payment of the required connection fee and meter installation fee. All meters and water connections shall be the property of the City. Water connection charges shall be as determined from time to time by Council.
(b) The street restoration charge shall be the actual cost of the project to the City, plus 10%.
(c) Water connection charges outside the corporate limits shall be the same charges as for premises within the City, except that a 50% surcharge will be added.
(d) The owners of all dwellings, buildings, structures, or properties used for human occupancy, employment, recreation or other purposes, situated within the City and abutting on any street, alley, or right-of-way in which there is now located or may in the future be located as part of the public water system of the City, is hereby required at their own expense to connect and use the public water system in accordance with the provisions of this chapter within 90 days after notice by the City Manager to do so, provided a portion of the public water system is within 100 feet of a property line of said premises.
