Any person who violates any of the provisions of this Chapter shall be deemed to have committed a municipal civil infraction and be subject to the following fines:
(a) First offense - one hundred dollars ($100.00);
(b) Second offense - two hundred dollars ($200.00);
(c) Third offense - three hundred dollars ($300.00).
(d) Fines for subsequent offenses shall be set at the discretion of the court of competent jurisdiction applied to for enforcement. However, fines for subsequent offenses shall not exceed five hundred dollars ($500.00) for any single infraction.
