The City Council may, by resolution, require the owner(s) of lot(s) and/or premise(s) to build sidewalks pursuant to City Code and/or rules and/or regulations and/or resolutions. When such resolution shall be adopted, the City Clerk shall give notice thereof, in accordance with Section 1022.11, to the owner(s) of such lot(s) and/or premise(s) requiring him or her to construct or rebuild such sidewalk within 45 days of such notice. The cost of such construction shall be paid completely by the owner(s) unless the City Council provides otherwise by its resolution.
