471.99 PENALTY.

Notwithstanding any other provision of this Code, a person held responsible for violations of this chapter shall be punished by a fine of not more than one hundred dollars ($100.00) for the first offense and not more than two hundred dollars ($200.00) for the second offense and shall be deemed to have committed a civil infraction.
