440.06 TRANSFER OF OWNERSHIP.

Upon the sale or other transfer of ownership of a licensed bicycle, the licensee shall remove the license decal and shall either surrender the same to the Chief of Police or may, upon proper application but without payment of additional fee, have said decal assigned to the transferee or to another bicycle owned by the applicant.
