In order to permit the City to effectively regulate downtown parking, better secure the peace, and allow the most efficient use of limited parking spaces, no person shall park a vehicle along the downtown stretch of Upton Avenue, between the hours of 2:30 a.m. and 6:00 a.m., and such vehicle may be impounded by the police. For the purposes of this section only, "downtown", shall be considered: the area starting at the intersection of West Upton Avenue and Park Street, and ending at the termination of East Upton Avenue.
