284.04   DESCRIPTION OF DOWNTOWN DISTRICT.
   Effective August 1, 1994, the boundaries of the Downtown District shall consist of the property in the City of Reed City described below, subject to such changes as may hereinafter be made pursuant to this chapter and Act 197.
   Being part of Section 15, Section 10, Section 9, and Section 16 of Richmond Township, Osceola County, Michigan, and being more particularly described as:
   Beginning at the Northeast corner of Section 15; thence Southerly along the East line of Section 15 to its intersection with the Southerly line of the City limits of Reed City; thence Westerly along the City limits of Reed City to the Easterly right-of-way of Old US-10; thence Southerly along said right-of-way to the East right-of-way of Savidge Street; thence Southerly along said right-of-way to its intersection with an extended line, which is 649.44 feet SOD20 feet East of the Northeast corner of the Southwest 1/4 of the Northwest 1/4 of Section 15; thence Westerly along said extended line to a point, which is 649.44 feet SOD20 feet East and 649.44 feet West of the Northeast corner of the Southwest 1/4 of the Northwest 1/4 of Section 15; thence along a line NOD30 feet East from said point to its intersection with the South right-of-way of Old US-10; thence Westerly along said right-of-way to its intersection with the West right-of-way of Roth Road; thence Northerly along said West right-of-way to its intersection with a line, which is 40 feet South of the Northeast corner of Lot 12 of Block 4; thence Westerly to a point, which is 40 feet South of the Northeast corner of Lot 8, Block 4; thence Southerly along the East line of Lot 8, Block 4, to the North right-of-way of Todd Avenue; thence Westerly along the said right-of-way to its intersection with the West right-of-way line of DeCalb Street; thence Northerly along said right-of-way to its intersection with the South right-of-way line of Slosson Avenue;
