280.03 ORGANIZATION; QUORUM.

The Library Board shall organize by electing annually at its regular meeting on the last Monday in November, a President, Vice-President, Secretary, and such other officers as may be necessary for the proper conduct of the duties of the Board. The Secretary shall notify the Council of the names of such officers promptly after their appointment. Three members of the Board shall constitute a quorum for the transaction of business.
