280.02   COMPOSITION OF BOARD; APPOINTMENT; COMPENSATION.
   (a)   The Reed City Library shall be administered by a Library Board which shall consist of five directors who shall be either residents or freeholders of the City of Reed City and shall be citizens of the United States. Said directors shall be appointed by the Mayor with the approval of the Council. Hereafter on November 25 one director shall be appointed annually to serve for a term of five years. Each member of the present Library Board and each director hereafter appointed shall serve until his or her successor is appointed and qualified. Within ten days after appointment and before entering upon his or her duties as a member of the Library Board, each appointee shall file written acceptance with the City Clerk and subscribe and file with the Clerk the oath of office. The Library Board shall be responsible to the City Council. All Library directors shall serve without compensation as such. (Adopting Ordinance)
   (b)   The Mayor may appoint a member of the City Council to serve as an ex-officio member of the Library Board. Such person shall have no right to vote and should act as a liaison between the City Council and the Library Board.
